Inclusion of children with disability

​Inclusion of children with disability in Early Childhood Education and Care (ECEC) services benefits everyone.

These environments provide many opportunities for all children to develop social and emotional skills and learn with their peers.

ECEC services can access resources, support and funding to assist with inclusion and help children with disability get the most out of their experiences.

All early childhood service providers have a legislative obligation to make reasonable adjustments for children with disability under the Disability Discrimination Act 1992.

Kindergarten program providers have additional obligations for reasonable adjustments under the Disability Standards for Education 2005.

Understanding and meeting your obligations is an important step in enabling children with disability and their families to participate in education and community services in the same way as other children do.

Funding and support

Funding and support is available for early childhood services to assist with the inclusion of children with disability.

Queensland Government – Kindergarten services

The Disability Inclusion Support for Queensland Kindergartens (DISQK) program supports kindergarten services with funding to provide inclusive strategies and educational adjustments for children with suspected or diagnosed disability.

Access the Specialised Equipment and Resources for Kindergarten (SERK) program delivered by Inclusion Works! to assist a child with disability to participate in kindergarten programs. For more information visit the Inclusion Works! website or call 1300 497 437.

Australian Government – ECEC services

The Inclusion Support Program (ISP) supports all Australian Government funded services including long day care and family day care to include children with disability.

The ISP provides tailored advice and support from inclusion professionals, access to funded support and specialist equipment.

National Disability Insurance Scheme Information (NDIS)

The NDIS is being rolled out by one national agency - the National Disability Insurance Agency (NDIA). The Department of Communities, Child Safety and Disability Services is coordinating the Queensland transition to the NDIS with other State Government departments.

The scheme will support people with disability in Australia, including early intervention for children from birth to age 6 with developmental delay.

Children in receipt of a NDIS package will continue to be eligible for departmental inclusion programs available to approved kindergarten services.

It is beneficial for ECEC services to have an understanding of the NDIS and the different support available to children and their families.

  • The Early Intervention Indigenous Liasion Officer Program can help indigenous families navigate early intervention and the NDIS in a safe and culturally appropriate way.

NDIS additional assistance

Inclusion resources and professional development

When working with children with disability and/or complex additional needs, educators need to be able to recognise and make reasonable adjustments to ensure all children can participate in activities.

A suite of resources is being developed by the department to support services with inclusion.  Read the first resource Attendance by external support professionals at ECEC services (PDF, 309KB).

  • Visit the Inclusion Works! website to arrange for an Inclusion Consultation at your service or access a number of fact sheets designed to provide hostic inclusion information for many situations.
  • Download the free Inclusion Matters App to access resources developed by KU Children's Services for ECEC services and families. The resources are mapped to National Quality Standards.
  • Read  National Best Practice in Early Intervention guidelines developed by Early Childhood Intervention Australia (ECIA) to support children with disability or developmental delay
  • Review the Working Together Agreement Package produced by ECIA (NSW/ACT) in collaboration with a working group from the early childhood intervention and ECEC sectors and government.
